The first of these classes which carries the more severe penalty is defilement of a girl under 13; the second, of a girl between the age of 13 and 16. In Hong- -kong the more grave offence affects a girl under 12; the lighter offence, a girl between 12 and 16.

(3). In certain cases of abduction of unmarried girls the age affected is in Great Britain 18 and in Hongkong 16. (4). In certain cases of official custody of girls the age up

to which the female in question may be detained is in Great Britain 21 and in Hongkong 19.

(5). The Hongkong law does not admit of the flogging of male

procurers for a first offence unless such offence could

be regarded (which however is often the case) as falling within the provisions of the Offences against the Persons Ordinance (No. 2 of 1865) relative to Kidnapping. In Great Britain the male procurer may now be flogged for a

first offence.

(6). The penalty capable of being imposed upon a male person

who lives on the proceeds of prostitution is now heavier

in Great Britain than it is in Hongkong. Although the powers of generally dealing with Brothels and of

Prostitutes and with receiving or harbouring girls are

greater in Hongkong than they appear to be in Great Britain and are probably sufficient for dealing with local

conditions, it is not clear that in Hongkong it would be

possible as it is in Great Britain to proceed against a

female who merely exercised control, direction or influence over movements of a prostitute in such a

manner to show that such female is aiding, abetting or compelling her prostitution.

Conditions which obtain amongst the Chinese are
